When the Frost is on the Punkin is the first line of a colorful poem by James Whitcomb Riley, a "modern" American poet of the late 1800's. This poem is about that special time of year called autumn and all of the magic and good feelings that come with its debut. Sweet. My dad used to sing that "Frost is on the pumpkin" poem. I still love it, especially the line, "the rooster's hallelujah as he tiptoes on the fence".
